Richardson, Texas Police Department, where his duties included personal
protection of a well-known individual for several months at the direction
of the Secret Service Agency of the U.S. Treasury Department during the

administrative and operational training schools and seminars provided by
the Southwest Law Enforcement Institute at Southern Methodist University,

dignitaries. The commissioned PSB officers under his direction as
Agent-in-Charge, have successfully provided Executive Protection for a
major energy corporation's national administration headquarters for a
period spanning several months during the past 3 years. The scope of his
investigative operations and merits of his experienced and trained
qualified staff may be reviewed on this web site.

Investigators and winner of the 2001 TALI President's Award, Rob was
appointed Chairman of the Texas Certified Investigator Committee in 2001.

Committee and as Chairman of the Vendor Trade Show Committee. He actively
exhibits the Texas Certified Investigator vendor booth at all TALI

while serving as Chairman of the Board in Hawaii for the Silver Seal
Corp., Royal Rainbow Rent-a-Car Corp., and Travel Services International,
Inc. He was President of Air Hawaii and was instrumental in acquiring six
other inter-island air-passenger carriers before his company was merged
with a larger intra-state airline. He has been an officer and/or director
of seven corporations over the past 32 years. Besides his wife Macklyn, a
managing division director in their agency, and his family, his passion
has always been in the law enforcement and investigative fields.
Macklyn A. Smith, TPLI,
TCI
Division Director of "I Spy Division"
(Undercover assignments)
Macklyn Smith, TCI, is not only a
proficient investigator, but holds the prestigious internationally and
nationally recognized designation of "TCI" in the Texas
certification program. She is active in the leadership and training
programs of this agency and oversees all database search operations to
insure proficiency and compliance with both state and federal
regulations regarding privacy and legal access of information researched
by the agency on behalf of clients. All "Sub Rosa"
(undercover) assignments are under her direct supervision and is
frequently a covert operative herself. She is a highly-trained and
state-registered Level IV Personal Protection Officer with frequent
personal requests for bodyguard assignments.
Macklyn is a French linguist and has
served several years as a tutor in the local college community. As

investigators' school, she is instrumental in preparing the agents for
their undercover assignments in order to accommodate the many high-tech
clients in the rapidly developing "Telecom Corridor" of North
Dallas, Richardson and Plano.
As the agency handwriting specialist
and criminal profiler with many hours of study and experience, Special
Agent Smith enjoys a background of previous employment by the legal
department of a major Dallas Fortune 500 firm. She has previously been
responsible for internal investigations for a chain of Honolulu food and
beverage locations, as well as overall security operations with an
intra-state FAA Part 135 commuter airline serving the Hawaiian island
chain.

President. She has previously served as Chairman of both
the TALI-TCI State Media and Public Relations Committee and the
Tradeshow Vendor Committee. Prior to becoming TALI 2nd Vice-President, she

Committee that reports to the Association's President regarding
oversight of the state organization's financial activities and position.
Macklyn, an accomplished Criminal
Profiler, is considered by her peers as
a true expert and knowledgeable professional in her field.
Steven S. Smith, TPLI,
TCI
Senior Field Operations Coordinator
Steve Smith, TCI, is a Texas-born
education major and graduate of Austin College in Sherman. As the agency
Senior Field Operations Coordinator and exceptionally-skilled
undercover operative, his level of experience enables him to wear many
hats of leadership in multiple areas of agency operations. In 2002 he completed the year-long process as a candidate in the Texas
Association of Licensed Investigators' program for achieving the
nationally and internationally coveted Texas Certified Investigator
designation. His participation in both the state and regional
investigative associations regarding continuing education and networking
other agents exceeds all others in our agency.
Steve is the agent you want on your
side if you have a mystery involving significant financial questions. He
is truly the man that can crunch the numbers and account for all the
beans. His extraordinary in-depth background in the accounting field, as
well as knowledge of both individual and corporate tax filings, brings
him very well-prepared into this field as a professional licensed
investigator. Steve has been the Financial Manager and Training
Coordinator for a 20,000+ member civic organization with a multi-million
dollar budget. Agent Smith is also a graduate of the City of Plano
Citizens Police Academy and experienced many hours of training in the
classroom, both in the patrol division and with criminal
investigation personnel. He also sometimes serves as an instructor in
that academy training program as well as functioning as a licensed
instructor for investigators on state-mandated continuing education that
has been approved by the Texas Commission on Private Security.
Even while wearing all these different
hats, including that of a father of 2 teenagers--Shea and Stephanie--on
the street, when it comes to surveillance, he is absolutely one of the
very best. His uncanny street-smarts invariably results in achieving
successful multi-agent mobile vehicle operations, and his proficiency in
this area is without equal. As a team leader, his multi-agent
surveillance teams enjoy an incredible rate of success. His teaching
ability in the classroom is without question "top notch," and
his vast knowledge of the profession commands the greatest respect of
his peers and subordinates. He also is a very key member of our "A
Team of Personal Protection" where he frequently employs his skills
of Dignitary and Executive protection and counter-surveillance
techniques. He excels in achieving an extremely high percentage of
success on all investigations and assignments in which he participates
while maintaining his position of responsibility as full-time Financial
Manager of the civic organization for which he has served from near its
inception, originally as a volunteer.
Steve's expertise and superiority is
second to no one in the management and direction of field
operations--whether it be surveillance (including multiple-unit
coordination), an undercover covert venture, or team leadership and
guidance in a critical dignitary protection operation.
Paul D. Smith, TPLI,
SVDS
Surveillance Visual Documentation Specialist
Paul Smith, VDS, was a Texas TCLEOSE
certified Police Officer with a metroplex area department and has an
extensive background in law enforcement. Special Agent Smith brings his
excellent skills in evidence recognition-detection, collection,
preservation and presentation to our continuing education program and is
in a position to speak with great authority as he serves as the forensic
evidence agent for this agency. Paul is very active in all phases of our
investigations and particularly regarding criminal matters where
investigations require a thorough knowledge of both the Texas Penal Code
and the Code of Criminal Procedure, especially as it pertains to
admissibility of physical evidence. As a criminal justice graduate at
the Dallas County Community College and the state-sponsored Police
Academy conducted in Austin at the University of Texas, he has benefited
from the many educational seminars and training programs provided by the
Texas University system and the Texas Department of Public Safety. He
over several years progressed through the ranks of his department and
gained a supervisory position after an early beginning as a department
radio dispatcher while attending DCCC in his early years of law
enforcement. Since leaving the police department and devoting more of
his investigative efforts to this agency, Paul has assumed the
leadership roll as our Surveillance Visual Document Specialist. He has
gained valuable recognition as one of the premier surveillance photo and
videographers, particularly on child custody and other civil litigation
inquiries. Since early 2002, his recent bride Denice Smith, TPLI and key
surveillance specialist has trained to follow in his "footsteps" and
will soon earn the agency designation of Surveillance Video
Documentation Specialist (SVDS). Agent Smith is an essential member of our "Personal
Protection A-Team" and utilizes his expertise in providing an
essential element in that strategic area. His teaching skills are
excellent and certainly an asset to our school and organization. He will
enter the TCI program this year as a candidate to become
a Texas Certified Investigator in addition to his credits
achieved as a former TECLEOSE Officer.
